27-12. General Class Coverage Provision
27-12.1. Lunch Period.
Substitutes shall have a continuous duty-free lunch period with no work responsibilities.
27-12.2. Professional Development.
Two city-wide or district cluster meetings shall be held annually, to provide professional development for substitute teachers, on topics including special education, English language learners, and technology.
27-12.3. Substitute Teacher Handbook.
The BOARD shall abide by the provisions of the Substitute Teacher Handbook developed by the BOARD and the UNION during the 2016-17 school year, subject to the terms of this Agreement.
27-12.4. Geographic-area-specific Cadre Substitutes.
The BOARD shall hire additional cadre substitutes who will agree to any school assigned within a particular geographic area, as defined by the BOARD prior to each school year.
27-12.5. Sick and Paid Leave.
Consistent with the Board’s Paid Time Off Policy, Guest teachers and guest PSRPs shall accrue sick leave and paid leave in the amount of one hour for every 35 hours worked (up to 40 hours in a 12-month period). Up to eighty (80) hours if accrued and unused sick time may be carried over into the next fiscal year. Paid leave hours that an employee does not use on or before June 30 of the fiscal year in which the paid leave days were earned will be carried over to the next fiscal year (up to 16 hours in a 12-month period).
27-12.6. Full-time Retiree Teachers.
The BOARD-UNION May 24, 2023 Memorandum of Understanding concerning Full-time Retiree Teachers is hereby incorporated by reference, effective for the duration of all extensions of Public Act 102-1013, and the full text is included in the Addenda.
27-12.7. Guest Teacher Welcoming Protocols.
Schools shall provide guest teachers with access to their respective classroom keys and ensure they are informed of the school’s safety and lockdown procedures upon their arrival. Technology necessary for the completion of a guest teacher’s assigned duties will be made available based on availability.
27-12.8. Schedules, Preparation Periods and Canceled Assignments.
Effective SY2025-2026, if lesson plans or instructional materials are neither prepared nor provided, Guest teachers shall follow the schedule, including preparation periods, of the teacher for whom they are providing coverage.
27-12.9. Expedited Rehire Process for Retirees.
The BOARD shall establish an expedited process consistent with applicable law and CPS policies to rehire retirees as guest teachers.
27-12.14. Professional Development for Guest Teachers and Guest PSRPs.
The BOARD shall offer professional development opportunities for guest teachers and guest PSRPs.
27-12.15. Day-to-day and Cadre Substitute Teacher Parameters.
27-12.15(a). Day-to-day Substitute Teachers.
Day-to-day substitute teachers are employed on a day-to-day basis to fill temporary, day-to-day vacancies, as needed, with no guarantee of daily assignments. Day-to-day substitute teachers may not be assigned to fill the same position on a day-to-day basis for more than twenty (20) consecutive student attendance days. Day-to-day substitutes may be classified as regular day-to-day substitutes or provisional day-to-day substitutes, based upon their type of certification.
27-12.15(a). CADRE Substitute Teachers.
CADRE substitute teachers are employed on a full-time and year-to-year basis. They are entitled to receive daily assignments for each student attendance day throughout a school year in which they are employed. CADRE substitutes may only be assigned to fill the same position for up to twenty (20) consecutive student attendance days. The employment of a CADRE substitute teacher terminates at the end of each school year and must be renewed by assignment annually, except that the employment of a CADRE substitute teacher who: 1) is a displaced temporarily assigned teacher due to a position closing; and 2) has been a CADRE substitute teacher for less than twelve (12) continuous months since their displacement as a temporarily assigned teacher will terminate at the end of the school year following twelve (12) continuous calendar months from their assignment as a CADRE substitute teacher.
The priority will be to fill vacant positions available with a licensed teacher. However, in the absence of an available licensed teacher, cadre and day-to-day substitute teachers who work 5 days-per-week may be assigned to fill the same vacant position for more than twenty (20) consecutive student attendance days. If so assigned, the substitute teacher will be paid at the same rate as a temporary assigned teacher on the next payroll period following the twenty-first (21st) consecutive student attendance day for the duration of that same assignment. A break in teaching in the same position restarts the twenty (20) day period. Those assigned as described in this section shall be displaced once an endorsed candidate is hired for the temporary assigned teacher vacancy.
For the duration of this Agreement, the Board shall have 170 Core Cadre substitutes that will be assigned to geographic networks.
27-12.16. Notice of Blocking.
Effective SY2025-2026, No guest teacher or PSRP shall be blocked from working at any school without notice of the reason for the block and an opportunity to respond.
27-12.17. Summer School and Night School Guest Teacher and PSRPs.
The BOARD shall endeavor to have an adequate number of guest teachers and guest Teacher Assistants and Clerks available to provide class coverage for summer school and night school.
