39-13. Evaluation Equity

The Joint Evaluation Committee will develop best practices and recommendations for the evaluation process in high needs schools, with a goal of completing the recommendations by the end of the first semester of the 25-26 school year. The Joint Committee’s best practices and recommendations shall include mechanisms by which to address, inter alia, issues noted in the Illinois State Board of Education Teacher Evaluation Research Project, including racial and geographic disparate impact. The BOARD will provide differentiation to the existing annual training to Principals and Teachers on implementation of the said recommendations.

Teachers in the top two deciles of the highest needs schools under CPS Opportunity Index as formulated in SY2024 who trend towards a developing rating after their first formal observation, shall be offered the option to access the We Care program or the district funded mentor program, to be provided a mentor and a coach. Upon the successful completion of weekly mentorship meetings over a three month period, a process and program to be defined and determined by CPS and the CTU, the member can appeal the developing rating if it stands at the end of the evaluation cycle or if they are selected for non-renewal.
