39-4. Tenured Teachers

Observations and Evaluation. Tenured teachers shall be observed and evaluated each school year by a qualified evaluator in accordance with the procedures of [Article 39-2.3](39-2.html#3) and as follows:
  1. Tenured teachers shall receive a Summative Rating annually, biennially, or once every three school years by a qualified evaluator in accordance with the teacher evaluation plan. The Joint Committee shall determine the biennial cycle and three year cycle (e.g., alphabetically by even or odd years).

  2. Observers shall observe tenured teachers on a biennial cycle a minimum of 3 times during a rating cycle (with no more than 2 observations in one year) and may conduct a 4th observation if the observer and the teacher agree to do a 4th observation. Observers shall observe tenured teachers on three-year cycles a minimum of 3 times during a rating cycle (with no more than 1 observation in a year) and may conduct a 4th observation at the evaluator’s discretion.
