49-4. Case Managers
Effective School Year 2025-2026, the BOARD agrees to the following staffing:
- .5 Case Manager position for 34–75 students with IEPs
- 1.0 Case Manager position for 76-146 students with IEPs
- 1.5 Case Manager positions for 147-217 students with IEPs
- 2.0 Case Manager positions for 218-288 students with IEPs
- 2.5 Case Manager positions for 289-359 students with IEPs
- 3.0 Case Manager positions for 360-430 students with IEPs
- 3.5 Case Manager positions for 431-501 students with IEPs
- 4.0 Case Manager positions for 502-572 students with IEPs
- 4.5 Case Manager positions for 573-643 students with IEPs
For every 70 additional equivalent IEPs beyond 644, an additional 0.5 case manager position allocation shall be provided.
For the purposes of awarding Case Manager positions under this article, the BOARD shall use a school’s IEP counts at the 20th day of the school year and at the start of the second semester thereafter.
49-4.1. Case Manager Allocation Formula MOU.
Effective School Year 2025-2026: For the purposes of Case Manager allocation, the BOARD and the UNION agree that every five (5) 504 plans shall be considered equivalent to one (1) IEP. The Case Manager allocation formula is based on the number of students with an IEP. Included in the allocation are pre-K IEPs (not speech only). For speech-only IEPs, five (5) speech-only IEPs shall be equivalent to one (1) IEP in the above allocations. When there is an increase in the number of students with IEPs during the school year the Board shall increase the number of Case Manager positions at the school according to the above allocations at the end of each semester.
49-4.2. Definition of a Case Manager.
Case Managers may be any full-time certified or licensed employees who hold a valid Professional Educator License (PEL) in one of the following areas: Special Education (PK-Age 21) endorsement and two years’ experience, or Principal endorsement, or School Service Personnel certifications under Article 21 of the Illinois School Code and are assigned case management responsibilities, provided no case manager hired prior to SY25-26 will be be displaced as a result of this new definition.
