21-1. Definition of Special Education Teacher

The phrase “special education teacher” includes all teachers who are deemed highly qualified by the Illinois State Board of Education Rules and Regulations to teach students with disabilities and who are assigned or appointed by the BOARD as teachers of students with disabilities.
