10-2. Family Engagement Coordinator (“FEC”) and Comprehensive Service Coordinator (“CSC”) Classifications

10-2.1. Job Duties/Responsibilities

Family Engagement Coordinators and Comprehensive Service Coordinators shall only perform work in conformity with applicable statutes, established guidelines and their job description. All FECs will receive an annual overview of their required network assignment identifying the schools they will support in the upcoming school year. Each assigned school will be categorized by the Office of Early Childhood based on the level of support needed. These categorizations will inform the expected frequency and scope of monthly touchpoints. FECs may exercise professional judgment in setting their individual schedules, provided they align with the required support levels for each school and the specific needs of their network. This information will be shared no later than July 1st of each school year. The overview will be reflective of the annual district calendar and will require FECs to visit no more than 25 schools per month. FECs will receive notification of any adjustments to their annual plan no less than two weeks prior to implementation of updates.

10-2.2. Exempt Status

FECs and CSCs are exempt professional employees.

10-2.3. Status Quo after Recognition

No FEC or CSC shall suffer a loss in salary or benefits due to the agreement to bring them into the bargaining unit.

10-2.4. Applicability of the Collective Bargaining Agreement

All provisions of the CBA applicable to PSRPs also apply to FECs and CSCs unless they specifically conflict with the provisions of this Article.

10-2.5. Regular Work Day

FECs and CSCs shall work an 8-hour workday, inclusive of a forty-five minute duty-free lunch period. All travel time is part of an 8-hour workday, except travel to and from their first and last work location each day. The practice of one attendance swipe per day shall be maintained. The work day shall normally begin at 8:30 a.m. and end at 4:30 p.m.; however, the start and end times may vary per the manager or according to the school start and end times as well as any meetings prior to or after the regular work day (e.g., if an FEC or CSC is assigned to a school that starts at 8:30 a.m. and has mandatory administrative meetings at 7:30 a.m., the FECs or CSCs day would start at 7:30 a.m. and end at 3:30 p.m.). It is understood that FECs or CSCs may be required to work outside their regular workday or workweek schedule. On non-student attendance days, if Central Office employees are provided the option to work remotely, FECs and CSCs will also be afforded the same opportunity, except in cases where operational needs necessitate their on-site presence.

10-2.6. Work Year

FECs and CSCs are continuously employed on a 12 month, 52-week basis.

10-2.7. Salary

FEC and CSC employees shall be placed on the appropriate PSRP Job Titles & Grades in Appendix A.

10-2.7(b)Step Placement

New hires and transfers will be placed on Step 1 or any appropriate advanced step in accordance with CPS policies.

10-2.8. Saturday/ Sunday Work

FECs and CSCs who are required to work on Saturday or Sunday will be paid a non-pensionable stipend of $125 per day for work performed on those days. This amount will be increased each year by the COLA.

10-2.9. Layoff and Recall

When a determination is made that an FEC or CSC’s services are no longer required, the FEC or CSC will be so notified (hereinafter “notice of layoff”) at least 21 days in advance of the effective date of layoff.

All other provisions of Appendix I shall apply.

10-2.10. Vacation Accrual and Scheduling

10-2.10(a)Vacation Accrual

FECs and CSCs will accrue vacation in accordance with the Board’s Paid Time Off Policy.

10-2.10(b)Vacation Scheduling

Individual networks and District offices may create vacation black out periods during which FECs and CSCs will not be permitted to schedule vacations. Notice of vacation black-out periods during the school year shall be provided to the FECs and CSCs no later than the first day of student attendance of the school year. Notice of vacation black-out periods during July and August shall be provided by June 1st. In other periods, vacation requests of one week or less shall not be denied absent reasonable justification. Vacation requests of two or more consecutive weeks shall be discussed with the Network Chief or designee and Manager of Family and Community Engagement and accommodated to the extent possible, provided that the work of the Network or OECE is not disrupted.

10-2.11. Committee

FECs and CSCs shall bring any issues of mutual concern, including recommendations from FECs and CSCs on how to improve the work of FECs and CSCs to the Early Childhood Education Committee established in Article 45-4.2 of the CBA.

10-2.12. Travel Stipend

FECs shall be provided a $100 travel stipend every month instead of mileage reimbursement.

10-2.13. Workspace

FECs shall be provided a dedicated workspace that at a minimum has a desk, chair, internet and a computer in their assigned Network Office. If a permanent workspace is unavailable at the Network Office, OECE will provide individual workspace options within OECE office space. FECs will be provided with collaborative workspace at least once per month in alignment with scheduled team meeting days. When possible and based on availability, FECs will be able to hold their team-day meetings at the Coleman Administrative Office.

10-2.14. Discipline

Discipline for FEC/CSCs shall be issued in accordance with Articles 9 and 29 of the CBA. FEC/CSCs discharge procedures will be governed under the same terms as delineated for PSRPs.
